Session Abstract (150 words): 

As most of african countries, Côte d’Ivoire faces a large increase in the use on mobile phones in rural areas specifically by farmers.

This pilot study was launched, by testing the possibilities of implementing a SMS tracking system, to evaluate the socioeconomic impact of the former Rice Project funded by the European Union in the Centre-North Region.

FrontlineSMS is an open-source program that establishes a two-way text messaging using only a computer, a modem and GSM cell phones.

But is there sufficient knowledge among Evaluators staff to apply these technologies effectively? What has worked and how? Are incentives in place for using information to improve evaluation of projects? What are the associated costs?

From the study, that innovative technology offers an unprecedented opportunity to bridge the distance, time, and cost of Monitoring and Evaluation of projects. 
However, there is a need to improve connectivity in rural areas for a successful implementation.
