Through the Lens of Process Evaluation: Building a Sustainable System for Chronically Homeless Individuals in South Los Angeles

A collaboration of service providers piloted a Coordinated Entry System (CES) to effectively identify, engage, and provide housing navigation services to chronically homeless single adults in South Los Angeles. Given that South L.A. has the densest homeless population in L.A. County (Los Angeles Homeless Services Authority, 2013), there is new commitment from the community to strengthen service infrastructure. Volunteers of America, Los Angeles’s Evaluation Department and South L.A. CES pilot members utilized process evaluation to develop action plans and strategies while considering the limited staff, resources, challenges and barriers. Process evaluation played an important role in designing a system fit to serve a vulnerable population and helped track the system’s capacity in delivering promised outcomes (Saunders, Evans, & Joshi, 2005). Through process evaluation and an ongoing cycle of dialogue and decision-making, innovative solutions were determined (e.g., target area maps and labeled water bottles). Modifications were continuously addressed to increase sustainability.
