Pioneering Real-time Monitoring and Evaluation in Small- and Medium Enterprises in Developing Countries

In this presentation, we present an innovative approach for monitoring and evaluation in private-sector support organisations. We developed a mixed-methods design, which makes use of administrative data, an annual online survey, and a comparative case study. To capture effects on the firm’s business practices in the online survey, we selected a set of observable proxy indicators, and a set of self-assessment questions. We applied the online survey during three consecutive years, in two PSD organisations (CBI and PUM). We combined the self-assessment questions into a quantitative construct, called the ‘Contribution Score’, which we used in regression-based impact analyses to explore for enablers of effectiveness and heterogeneous effects. The comparative case studies, in six developing countries, are used to place these correlations in context and verify the contributory role of CBI and PUM to the observed changes
