The Peace and Stability Index (PSI) was designed to measure impact-level changes in the stability of districts in a peacebuilding project in Somalia. The index includes 24 components including security, rule of law, legitimacy of district governments, and legitimacy and coherence of local peace groups. The index components were then divided to provide data for one impact level and two outcome level indicators. Qualitative data on PSI dimensions was gathered with project stakeholders at baseline and endline. Based on the data, a panel of experts scored each district on the index. Baseline data provided a benchmark of the security situation in each area and allowed for program design to be tailored. Comparative endline data showed changes in peace and stability that occurred during the life of the project. Out of the six districts scored, five experienced between a 35% to 83% increase in the PSI scores from baseline to endline.#Evaluation2016 #2016Conference
