Through its missions in 37 countries, the Australian Agency for International Development (AusAID) enacts the Australian Government's policy on international aid. Integral to this policy is a commitment to using evaluation to improve accountability and effectiveness. The AusAID staff in Manila, who are delivering Australia’s poverty reduction efforts in the Philippines, sought to uphold that commitment through an evaluation capacity building effort. The Centre for Program Evaluation at University of Melbourne partnered with AusAID staff in Manila and at the head office in Canberra to tailor an evaluation capacity building program suited to the needs and challenges of this multi-level, multi-purpose organization. In this session, the presenters will discuss (i) the context and challenges of capacity building in a government international development program; (ii) the capacity building process including social network analysis, mainstreaming, and an evaluation team; and (iii) the tools and techniques used to evaluate the capacity building effort.
