Presentations and paper from the panel. During the Presidential transition, much attention was focused on U.S. foreign assistance. Many recommendations were made about how that assistance should be delivered under the Obama Administration. In some form, all proposals identified the need to be "smart" and have strengthened monitoring and evaluations functions. This panel discussed how that might be done -- both from and external point of view and an internal update on changes at USAID.
