This handout proposes principles-driven programming and principles-focused evaluation to meet common challenges faced in programming to counter violent extremism. Principles provide overall program coherence while allowing for site-specific learning, innovation and adaptation, thereby mitigating the high risk of harm. Principles-focused evaluation keeps the spotlight on the guiding role of principles throughout implementation and evaluates their effectiveness.
