While organizations strive to be “data-driven” by using data to inform programmatic decisions and to demonstrate impact, their data capacity varies significantly. Some organizations feel that they are drowning in data, while others are faced with data scarcity. When there is too much, too little or not the right kind, data may be driving an organization, but evaluators are not in the driver’s seat. This think tank begins with two case studies of data capacity improvement efforts in two statewide educational organizations before asking small groups to reflect on questions about promising practices and challenges associated with enhancing data systems: What does it mean to be “data-driven” from an evaluator’s perspective? What roles should evaluators play in supporting efforts to establish and sustain data capacity?
