Although definitions of institutional capacity assessment vary, one key feature is that they are aimed at ensuring that institutions are able to meet their goals by identifying capacity gaps and formulating capacity-development strategies. This paper examines one such facilitated capacity self-assessment of Local Implementation Teams (LITs) to evaluate their ability to effectively deliver services at Thuthuzela Care Centres (TCCs - rape care management centres) in South Africa. The methodology involved developing a capacity assessment tool, adapted from Mark Renzi, MSI (1996), which identified capacity gaps and developed an action plan for each LIT. The tool was implemented in 25 TCCs. Although the process was initially confused with performance assessment, facilitators monitored this tendency and directed LITs to the purpose of institutional capacity self-assessment.
