This presentation addresses several different aspects of evaluation use in government. The presentation compares and contrasts Michael Quinn Patton's “real world” conception of evaluation use (Patton, Utilization Focused Evaluation, 4th Edition, 2008) with Paul Epstein’s equally “real world” government performance measurement use framework (Epstein, Using Performance Measurement in Local Government, 1988). Epstein’s work was based on U.S. Department of Housing and Urban Development and HUD state and local government grantee use of performance measures. The presentation applies Patton's principles of evaluation-utilization in a government performance measurement framework, AKA “utilization-focused performance measurement,” and the natural intersection between performance measurement use and evaluation use in government.
