Presentation Abstract: Objective, measurable standards to track the progression of Capacity Building efforts for organizations are often not consolidated. In response to this need, Pact developed an approach which consolidates objective Organizational Development (OD) measurement, while ensuring ownership of the process. The OD Roadmap and Comprehensive Institutional Strengthening Plan (CISP) integrate a program theory approach to the evaluation of organizational efficiency. Together these tools provide comprehensive standards for improving an organization’s efficiency in service delivery. This demonstration will show practitioners how they can through a participatory process evaluate expected outcomes along a defined objective pathway for organizational capacity building. Pact has used the OD Roadmap/CISP to measure baseline, and conduct intermediate assessments and final evaluations of capacity building results for local NGOs in Namibia.
