AEA 2012 conference, presentation 500 titled "Assessing Impact While Empowering Internal Learning" Powerpoint and handouts. Sponsored by the Collaborative, Participatory and Empowerment Evaluation TIG Anna Kiel Martin and Katrina Mitchell, Independent Consultants Presentation Abstract: The Internal Learning System, or ILS, is a participatory impact assessment and planning system that has been used in a variety international development settings. Its strength is in its ability to simultaneously meet the learning needs of the participants, field staff and the organization while providing high quality quantitative impact assessment for the organization and its funders. This session will address the history of ILS, how it has been applied to assess the impact of rural livelihoods programs, and how it has empowered program participants. Anna Martin and Katrina Mitchell will walk through the process of creating, implementing and assessing the journals including indicator development, field/program integration and implementation, pulling an initial quantitative data panel and performing periodic summary assessments. The ILS pictorial methods are enticing, but what sets it apart is its ability to empower learning —from participants on the ground to program directors—in an embedded, on-going system.
