Is it possible to keep evaluation independent from political influences? Based on Weiss (1933) research, evaluation is a rational enterprise that takes place in a political context. Political considerations intrude in major ways, and the evaluator who fails to recognize their presence is in for a series of shocks and frustrations. Evaluations of policies and programs were developed through political processes.
