The paper presents the Norwegian approach to institutional capacity development for evaluation in Government. Evaluation tradition is young in Norway. The concept was first included in regulatory framework in 2003 and a national evaluation association was formed in 2009. Nevertheless, the European ‘evaluation wave’ has hit Norway and there is need for capacity development in national government. Evaluation practice is fragmented and often ad hoc. There is a need for tools and guidelines to achieve more systematic and strategic use of evaluation in public decision making and governance. One example of a new tool is the establishment of a searchable evaluation database; comprising Government evaluation reports across all sectors. While Government structures differ, some challenges should be comparable and universal regarding systematic and strategic use of evaluation in decision making processes. Our approach focus on systemic issues for the evaluation process such as organisation, management decision making routines, and follow-up procedures for evaluation reports. The approach and tools we have developed for sharing of good practice between government agencies in Norway may be relevant to public officers and evaluators who work closely with government. Some of the challenges or dilemmas we face are: - Incentives for managers for more strategic planning and use of evaluation as a management tool - How to integrate evaluation with other (financial) management tools - What we see as long term strategic needs in the government sector may not correspond with the demand of our “users”, i.e. individual government agencies and ministries.
