Eval12 Session 325: Evaluation in the Humanitarian Context: Global Logistics Cluster

10-19-2012 09:52

Powerpoint presentation to the round table session made by Marian Read, Senior Evaluation Officer, World Food Programme Presentation Abstract: In 2005, international organizations led by the United Nations (UN) aimed to collectively improve their responses to humanitarian crises through instituting a major reform process which included the Global Cluster system. This evaluation examines the results and lessons of the Global Logistics Cluster, one of 11 thematic clusters, activated in 40 instances from 2006 to 2011 with total funding of US $500 million. This evaluation is commissioned jointly by World Food Programme (WFP) (Cluster lead agency), the Government of Netherlands (a donor) and UNICEF (a partner) and conducted by an independent evaluation firm. The evaluation’s implications for evaluation theory and practice relate to its innovation in the areas of humanitarian evaluation, joint evaluation and evaluation of complexity. Humanitarian logistics is a unique topic, not usually independently evaluated, making this evaluation’s approach, process and findings of interest both to evaluators and a very wide range of stakeholders.
