This presentation offers lessons learned from engaging stakeholders in developing priorities through a mixed-mode evaluation of a conservation initiative targeted at commercial facilities. In 2011, an investor-owned utility in the Midwest launched an initiative designed to decrease electricity and natural gas consumption at restaurants and hotels by facilitating the installation of energy-efficient equipment. Energy Market Innovations conducted a holistic evaluation of the initiative (Caracelli, Greene. “Crafting Mixed-Method Evaluation Designs” 1997), employing a mix of qualitative and quantitative methods: process mapping, ride-along observations, and structured participant and non-participant surveys. This presentation discusses how we identified the salient information emerging from the mixed methods design and how we worked with evaluation stakeholders to prioritize and integrate the findings. A particularly challenging aspect of the evaluation is weighing qualitative information about the relationships between program staff, implementers, and current participants with the generalizable survey results that characterize the broader market.#2012Conference #EnvironmentalProgramEvaluation
