This PowerPoint presentation gives an overview of why web tools are useful in evaluation, and it outlines some of the steps that can be taken to build and implement these web tools. Many state programs are implemented at the county or district level. While outcome data may be available for counties or districts, program implementation data is harder to attain. Without reliable implementation data, evaluators are challenged to attribute variation in outcomes across counties or districts to variation in implementation. In this demonstration, we present a Web tool for collecting county-level program implementation data. The tool was designed to facilitate evaluation, serve administrative needs, and support program development. Given these multiple demands, we sought to develop a solution that measures activities consistently and yields useful indicators.
