Despite the proliferation and expansive funding of multi-organizational higher education reform initiatives (e.g., National Science Foundation STEM reform efforts), limited empirical work has investigated how impact occurs. Drawing on multidisciplinary literature on cross-sector collaboration, this session advances three manuscripts that demonstrate an approach to examine impact, which addresses the interrelationship of how a reform initiative functions (collaborative dynamics); what the initiative does (change activities); and how short-, medium-, and long-term outcomes are attained within a complex system (systems evaluation). The first manuscript presents a conceptual evaluation framework, with an emphasis on key dimensions of collaboration dynamics that influence change activities and outcomes. The second manuscript presents a case of evaluating collaborative dynamics, via a Collective Impact lens, within a national reform initiative. The third manuscript discusses an evaluation capacity-building approach that explores the relationship between change activities and outcomes to strengthen local professional development programs of a multi-institutional network.
