Employing a longitudinal mixed-methods research design to assess federal government training program effectiveness

Windwalker was contracted by an agency within the federal government that works with institutions of higher education to assist in assessing the short- and long-term effectiveness of one of its newly developed training programs. To determine the effectiveness of the program, we designed a longitudinal summative evaluation framework and monitoring plan utilizing a mixed-methods, multi-audience research strategy to thoroughly and holistically evaluate the seminar’s impact. Using our approach combines quantitative and qualitative data to maximize the strength of each, while minimizing their respective weaknesses, and integrating feedback from varied audiences on training program outcomes provides perspectives on training utility across all stakeholders. Providing a longitudinal assessment of outcomes further enables the federal agency to measure both short- and long-term outcomes. Using this evaluation framework provides the federal agency with a complete view of the direct and indirect effectiveness of the training program and provides detailed insight into the short- and long-term effectiveness of the initiative.
