This paper presents an overview of the concepts of validity and reliability, known as psychometric properties, as related to evaluation measuring instruments, such as satisfaction surveys and attitudinal scales. Program evaluation standards related to data collection and analysis, which provide evidence of the need for psychometrically tested instruments in program evaluation, are discussed. A brief review of how measuring instruments assessed for validity and reliability contribute to the credibility of evaluation results is provided, followed by a discussion of how the use of instruments that fail to demonstrate sound psychometric properties can bias results and make conclusions about a program tenuous at best. Tips are provided for assessing the extent to which evaluation measuring instruments can yield valid and reliable results. As program evaluation findings are often used to justify decisions made about a program, careful attention should be paid to how outcomes are measured. #Measurement #validity #surveys #AssessmentinHigherEducation #2013Conference #HowTo #psychometrics #reliability
