California’s Clean Vehicle Rebate Project (CVRP) is intended to contribute to plug-in electric vehicle (PEV) market development by making PEV purchases and leases more financially appealing for consumers who otherwise would not opt to acquire a PEV. Therefore, one important indicator of the ongoing need for the program is whether or not consumers would purchase a PEV without the existence of the rebate.
Assessing self-reported counterfactual evidence provided through the voluntary survey administered to CVRP participants, this inquiry uses logistic regression to associate characteristics with being highly influenced by the rebate, or "rebate essential." These characteristics can be used to profile and target similar consumers with supportive resources, such as program outreach information, in order to expand the frontiers of program participants into more mainstream consumer segments.#Electricvehicles #Evaluation2016 #ClimateChange #Markettransformation
