An Evaluative Approach to Quality Assurance in Higher Education (session #625)

What happens when an entire sector is required to shift from a compliance/audit model of quality assurance to an evaluative one, one that asks and answers explicitly evaluative questions about the value of outcomes and key contributing processes? Is it possible to build an evaluative culture across an entire sector? How well does an evaluative approach to QA capture important values for indigenous providers of higher and further education? Can meaningful self-evaluation thrive alongside an external evaluation function? This session will be of interest to anyone trying to build capacity in evaluative thinking and evaluative practices in organizations or across a sector. It describes a multifaceted approach that addresses the capability and capacity building needs, the politics, the mindset change from audit to true evaluation, and the relevance of cultural values in evaluation methodology.
