How do we, as a global community of evaluators, support the resilience of peoples (Murdoch, 2017) and our fellow evaluators who put themselves at risk by collectively building our capacity to influence those in power - whether power is forcefully gained in emergent fluid contexts, centuries of systemic-colonialism, or as the result of privilege of complacency (Jourdain, 2018)? EvalFCV which aims to serve as a catalyst to promote evaluations in the contexts of fragility, conflict and violence, will share what we are collaboratively learning as we consider new and innovative methods, approaches and tools that lend themselves to challenges faced by evaluations in situations that are fluid, complex and volatile.Hur Hassnain’s message about Addressing M&E challenges, technical and personal evaluators competencies in contexts of Fragility, Conflict and Violence is shared here. The presentation will address the conceptual and methodological challenges to the M & E of programs in contexts of fragility, conflict and violence that affect women, children and adolescents in particular. How to measure and verify expected and unanticipated changes in these contexts? How to approach the sensitivity and needs of affected populations? Hur will share and reflect on his experience working globally in countries affected by conflict and fragility and establishing the Thematic Interest Group on Evaluation in Fragility, Conflict and Violence. The presentation will also discuss a proposal of competencies necessary for internal and external evaluators to facilitate processes, learn and improve interventions in complex and conflict contexts.#2018Conference
