Eval17: A new approach to evaluating tobacco policy -- poster and handout

The analysis of contribution model was adapted to evaluate local tobacco policy efforts implemented by community grantees funded through the Colorado Department of Public Health and Environment the State Tobacco Education and Prevention Program (STEPP).  Adapting this method supports consistent grantee reporting on progress towards the development and implementation of tobacco policy efforts on a quarterly basis.  The evaluation systematically captures grantee activities in three dimensions – duration, reach, and strategy to calculate an “intensity score.”  Opportunities for utilizing the evaluation findings are great.  Aggregate analysis is useful for the funder to examine key trends across grantees and individual analysis lends itself to an empirical case study through describing the individual grantees’ impact over time.  This poster presents preliminary data, discusses the new application of the model to evaluating tobacco policy in multiple sites and recommendations for the future use of this approach to evaluate impact of tobacco policy efforts.
