Session Title: Vaping Behavior Change in Oregon During a National Outbreak of Vaping-Associated Lung Injury

Session Abstract: Oregon Governor Kate Brown issued an executive order in October 2019 to address the outbreak of vaping-associated respiratory illness that directed the Oregon Health Authority to take several actions to protect the public’s health, including the temporary prohibition of flavored vape product sales in retail stores. We evaluated the implementation of the executive order, including the internal outputs and costs, and unintended consequences of policy responses on vaping behaviors of Oregon youth and adults. Outputs and costs were tracked on a bi-weekly basis and a post-response focus group with agency staff was held to collect implementation lessons learned. In addition, an online survey was fielded to Oregon nicotine and cannabis vape users. About one-third of respondents who vape wanted to decrease or stop during the outbreak; unfortunately, existing tobacco cessation services are not reaching those who vape. In addition, one-in-five respondents who vape nicotine reported switching to combustible cigarettes.

The poster presentation focuses specifically on evaluation findings related to reported vaping behavior change during the VALI outbreak with implications for public health practice.
