The enclosed presentation and handout reports on an examination of an evaluation organization and their use of utilization-focused evaluation (UFE). In the current study, self-identified practitioners of UFE were presented with Michael Quinn Patton’s 17-step checklist, which guides the process of an evaluation. Although Patton has noted that these steps are useful for designing an evaluation, he has also made it clear that UFE is too complex and fluid for a rigid set of guidelines (Patton, 2011). This case study serves as a foundation in determining the degree to which evaluators align with UFE. More specifically, to what extent are UFE evaluators adhering to the 17-item checklist set forth by Patton? If certain steps are not emphasized in an evaluation, what is the reasoning? The results discussed are from a case study of an evaluation office that aligns itself with Patton’s UFE approach.
