Program Chair




Charles Gasper joined the Nine Network of Public Media in March of 2012.  As Director of Evaluation, Mr. Gasper is responsible for oversight of evaluations conducted by externally contracted evaluators; serves as the internal evaluator for Nine; and collaborates with the staff to improve the internal efforts of the organization

Prior to joining Nine, he served as Director of Evaluation for the Missouri Foundation for Health.  Mr. Gasper oversaw evaluations conducted by externally contracted evaluators; performed evaluations of various programs and activities funded by the Foundation; and served as the internal evaluator for Foundation programming.

Previously, Mr. Gasper was as a Senior Analyst for Quality Management for the Sisters of Mercy Health System where he led performance and quality improvement activities and conducted evaluations of projects.

Nationally, Mr. Gasper co-chairs both the Nonprofit & Foundations and the Program Theory & Theory-Driven Evaluation Topic Interest Groups for the American Evaluation Association as well  and works with other foundations and nonprofits to understand and improve their strategic use of evaluation. 

He has a Certificate in Evaluation from the Claremont Graduate University, a Masters of Science (Research) degree in Social Psychology from St. Louis University and is currently pursuing his doctorate in Evaluation and Applied Research Methods from Claremont Graduate University.
