Session: 1849 Illuminate Community Voices: Cultural Humility in the Evaluation Life Cycle

Cultural humility necessitates the inclusion of culture throughout the process of evaluation planning, data collection, analysis, and reporting results to stakeholders. Creating this space requires the evaluator to examine one’s assumptions, biases, or perspectives that impact the work or program. If these biases have been institutionalized, one can develop strategies to mitigate them. 

Addressing inequities in public health work requires that evaluation data be collected, analyzed and communicated with greater equity. Data informs decisions about policy making, the effectiveness of policies, as well as priorities and strategies for engaging different demographics. The evaluations that are conducted now shape the work that advocates will do in the future.

Tervalon and Murray-Garcia (1998) introduced cultural humility in the context of medical professionals delivering healthcare to diverse populations. The principles of this framework, namely the lifelong commitment to self-evaluation and redressing power imbalances, can be applied to those working in evaluation as well.

TCEC’s Evaluation Life Cycle organizes the evaluation process into three broad categories: Planning, Data Collection, and Reporting & Analysis. Informing each step of an evaluation is its utility and audience. Evaluators must ask, what is the step being used for, and who is it affecting? In order to achieve greater health equity for all diverse populations, validity and equity in the data is of critical importance. Evaluators can benefit from including more voices of the community in evaluation. This could take the form of participatory data analysis, pilot testing audiences so they have a chance to provide feedback on instruments, and more.
