Toyota Prius Evaluations: Two Examples of Hybrid Evaluand-Evaluator Models of Formative Evaluation

Abstract: Responsiveness and flexibility are key in formative evaluation. In this presentation, we describe how we used a hybrid model to formatively evaluate two STEM projects. In both projects, we used a combination of three different approaches to conduct formative evaluation: (1) the evaluands collected and analyzed their own formative data independently, (2) the evaluands and the evaluation team collaborated on collecting formative data (e.g., co-creating instruments, co-collecting data on pilot site visits, the evaluands collected data and the evaluation team analyzed the data and reported the results), and (3) the evaluation team collected data directly to help the project team make decisions about how to design their projects. There are benefits and challenges associated with each approach, including stakeholder buy-in, efficiency, and efficacy. We describe how we have used a hybrid model and how you might apply it in your own context.
