Systems Building: Comparing two partnership assessment methods

The New York State Department of Health (NYSDOH) requires its funded Maternal and Infant Health programs (MIH) to build multi-sector partnerships to improve women and infants’ health. This demonstration will discuss two partnership assessment methodologies implemented with 23 MIH programs: the PARTNER Tool© and NYSDOH-developed reporting tool. The involved MIH programs, all funded through the same RFP, represent both urban and rural settings, are housed in different types of organizations (e.g. health department; community based organization) and have varying levels of experience and sophistication relative to their partnership development. The presentation will include an overview of both tools and a discussion of implementation approaches across the 23 sites: timing, participation and response rates, results, reporting to sites and technical assistance provided. The strengths and weaknesses of each will be discussed as well as recommendations for selecting one over the other or the value of incorporating both into the partnership evaluation.
