In 2013, the state of Michigan created a bipartisan Mental Health and Wellness Commission (MHWC) comprised of Senators, Representatives, the Lt. Governor, and the Director of Department of Community Health. MHWC was charged with offering unanimously supported recommendations to change the State’s mental health code. Recommendations were designed to close identified gaps and improve access to the State’s mental health service delivery system for underserved populations. A Senator serving on the MHWC collaborated with the University of Michigan School of Social Work’s Curtis Center Program Evaluation Group to conduct reviews of the research literature to inform the recommendations. This innovative use of responsive evaluation was critical in planning for state-level policy change. The participatory process utilized retrospective data analyses, SWOT analysis, comparative analysis of national models and programs, and content analysis. Results were presented by the evaluators at a MHWC meeting and will inform future evaluation for state-level policy change.
