Eval11 Session 232: Women Veteran Health Program Evaluation - Purpose and Methodology

Deeanna Burleson RN, BSN, MSN is the project manager for the development and implementation of the site assessment methodology. The program evaluation methodology was developed by a group of SMEs from the DoVA, DoD, HHS and consultants. The protocol assessment tool was created by identifying four critical components of a successful Women's Health Program: (1) Program; (2) Health Care Services; (3) Outreach, Communication and Collaboration; and (4) Patient Centered Care (PCC) / Patient Aligned Care Team (PACT). Once the core components were identified, each was associated with key capabilities. For each capability, assessment criteria were developed based on internal/external standards and regulations. Critical success factors were identified for each criteria and are required for developed programs. Each capability was scored on a four point scale; highly developed, developed, being developed and needs development. The assessment process includes presurveys, observation, interviews, document reviews and case discussions.
