Panel 272 - Mainstreaming Evaluation in Diverse Organizational Contexts, Paper #4 - Working Backwards: Using the Evaluation Report to Write Evaluation Questions This paper traces the development of an evaluation framework for the U.S. Department of Energy's Office of Workforce Development for Teachers and Scientists. The framework includes five STEM Research Internship Programs, outreach and recruitment programs, and the National Science Bowl©. Rather than working from goals to methods to an initial evaluation report, the evaluation team worked backwards from the evaluation report to better facilitate use and influence. The first step of this process was engaging the users to develop an outline of chapters for reports and communication pieces. Each chapter was a theme the users wanted addressed for each of their programs. These themes were dubbed the Six Critical Indicators of Success (SCIoS).
