Several years ago, the Maryland Mental Hygiene Administration began collecting outcomes data from outpatient mental health service providers through its Outcomes Measurement System (OMS). Local mental health entities and service providers are able to access data at the state, county, agency, and program site location. However, data access was not sufficient for data utilization.
