In complex contexts that are constantly in flux, we must effectively use evaluation and evaluative thinking to manage programs adaptively. This presentation from AEA 2018 explores barriers to and recommendations for improving adaptive management practice and, in turn, evaluation use. The presentation is a systemic analysis of findings from a literature review and semi-structured interviews with ten evaluators and program staff who were intentionally experimenting with adaptive management in conflict-affected environments (full report on findings here).
Questions explored in the AEA session included:

  • How can adaptive management bridge gaps between data and its impact on programming and strategy?
  • How can evaluators use an organizational change lens to support adaptive management?
  • Who should be considered an evaluator when centering voices of those impacted by programs and their ideas for course correction?
  • How can evaluators implore those with the most power - especially donors - to change programs, processes, and policies to foster evaluation use and support adaptive management?
