AEA 2018: Evaluations that “go bump in the night”: Using forensic program evaluation to identify causal factors in stalled or problematic projects

This panel was designed to highlight the need for a culture shift that will support evaluator and other important stakeholders to invest time in discussing evaluation challenges. This panel will discusses the concept of “forensic program evaluation” as a tool for reflection and provides an opportunity for evaluators to “speak truth to power” and gain valuable insight for future projects.  This concept is derived from forensic psychology that emphasizes the systematic collection of data from multiple sources to allow a more objective understanding of the various factors that may have influenced a project’s demise.

An evaluator with 37 years’ experience will discuss the regular use of critical reflection when delivering project debriefings after submission of the final evaluation report. In addition to the discussion of findings and recommendations, the evaluator should also facilitate discussions for all invested stakeholders on how to improve evaluation use
