SMILER focuses on how to strengthen project monitoring. SMILER is the backbone of the project because it ensures that all have a clear understanding of the objectives of the project and how they will be measured and reported on to stakeholders. SMILER was developed to enable staff to turn a project’s logical planning framework into a useful and used M&E system.
