Recently, a U.S. government international bureau conducted a performance evaluation of its criminal justice reform project in Liberia, using a hybrid evaluation approach. This approach, using a team of three internal Bureau evaluators and one external evaluator, hired as short-term technical assistance, planned, designed, and implemented the evaluation. This presentation will highlight how and why the Bureau used the hybrid approach, the experiences it had with this approach throughout the evaluation process, from planning to the final evaluation report deliverable, lessons learned, and advice to other organizations who are thinking about using this particular evaluation approach. The presentation will also focus on the how the internal team worked with other U.S. government staff during the planning and interview stages and the role the external evaluator played in mitigating bias during data collection (conducting more sensitive key informant interviews and facilitating focus group discussions) and data analysis and report writing.
