Lessons from the field on using the ECAI to frame and measure evaluation capacity

Session Abstract: The publication of models and measures to guide evaluation capacity building efforts (ECB) has helped refine and advance both evaluation science and practice. In this session, panelists will describe their use of one of the only validated models and measures of evaluation capacity-- Taylor-Ritzler, Suarez-Balcazar and Garcia-Iriarte’s (2013) Evaluation Capacity Assessment Instrument, ECAI. Yolanda Suarez-Balcazar will describe the model and measure. Louis Lafrado will describe his use of the model with American Indian communities in New Mexico. Sharon Wasco will share her work translating the model to explain evaluation capacity in accessible ways. Tania Rempert and Jay Wade will describe their use of the ECAI with McCormick Foundation grantee agencies in Illinois. To wrap up, Tina Taylor-Ritzler will share recommendations for using the model and measure that respect culture and that also yield valid and useful data to inform ECB practice and assess ECB outcomes.
